Rapor, Düzenli Depolama Direktifinin uygulanmasındaki tutarsızlıkları incelemektedir. Atık kabul prosedürleri, numune alma planları, ön arıtma gereklilikleri ve izleme protokolleri gibi kritik alanlara odaklanan rapor, eşit olmayan uygulama ve çevre korumasına yol açabilecek farklı ulusal yaklaşımları ortaya koymaktadır. Rapor, tespit edilen eksikliklerin giderilmesi ve AB genelinde uyumlu düzenli depolama yönetimi uygulamalarının teşvik edilmesi için Avrupa Komisyonu ve Üye Devletlere tavsiyelerde bulunmaktadır

Rapor, düzenli depolamadan önce arıtma ihtiyacını değerlendirmek için farklı yaklaşımların bir analizini, atık arıtma kriterlerinin ve teknolojilerinin bir analizini,  atıkların karıştırılması için izin talimatlarını - Kararlı reaktif olmayan atıklarla uğraşırken ANC'yi değerlendirmek için ortak bir metodoloji üzerine gözlemleri, hem MSW hem de endüstriyel atıkların arıtılmasına uygunluğu değerlendirmek için uygun bir denetim için önerileri içerir.
