This report summarizes the findings of joint inspections of landfills in the Czech Republic, Croatia, and Poland conducted in 2013.he inspections focused on criteria and procedures for accepting waste, gas control, protection of soil and water, including groundwater, water control and leachate management. Inspectors from various EU member states participated in the inspections, using a standardized checklist to evaluate landfill operations.

The project resulted in a draft guidance document and checklist for landfill inspections, intended to promote consistent application of the Landfill Directive across EU member states. Key activities included: Information exchange through an online platform (Basecamp), A questionnaire to assess knowledge gaps and inspection needs across member states, A workshop in Sardinia to discuss inspection practices, challenges, and potential tools. Joint inspections in Slovenia and Romania focusing on waste acceptance, gas control, and soil and groundwater protection.

De leidraad geeft gedetailleerde informatie over de richtlijn storten van afvalstoffen en aanverwante besluiten van de Raad, en schetst beste praktijken voor verschillende aspecten van stortplaatsbeheer, zoals criteria voor afvalaanvaarding, stabiel niet-reactief afval, asbestverwerking, biogasbeheersing en grondwaterbescherming. Verder beschrijft het boek de organisatie en voorbereiding van inspecties, met inbegrip van desk studies en on-site procedures, en behandelt cruciale elementen zoals financiële garanties, stortplaatsexploitant zelfcontrole, en rapportage-eisen, die allemaal bijdragen aan een meer consistente en effectieve regelgeving voor stortplaatsen.

Inventarisatie van stortplaatsbeheer in Europa

Het verslag onderzoekt de inconsistenties bij de tenuitvoerlegging van de richtlijn betreffende het storten van afvalstoffen. Het richt zich op kritieke gebieden zoals afvalaanvaardingsprocedures, bemonsteringsplannen, vereisten voor voorbehandeling en monitoringprotocollen, waarbij verschillende nationale benaderingen aan het licht komen die kunnen leiden tot ongelijke handhaving en milieubescherming. Het rapport doet aanbevelingen aan de Europese Commissie en de lidstaten om de geconstateerde hiaten aan te pakken en geharmoniseerde stortbeheerpraktijken in de hele EU te bevorderen.

Het rapport bevat een analyse van de verschillende benaderingen om de noodzaak van een behandeling voor het storten te evalueren, een analyse van criteria en technologieën voor afvalbehandeling,  vergunningsinstructies voor het mengen van het afval - opmerkingen over een gemeenschappelijke methodologie om ANC te evalueren bij de behandeling van Stabiel niet-reactief afval, suggesties voor een goede inspectie om de naleving van de behandeling van zowel VHA als industrieel afval te beoordelen.
