Landfill project (2013)

Aplikācijā sniegta detalizēta informācija par Atkritumu poligonu direktīvu un ar to saistītajiem Padomes lēmumiem, kā arī izklāstīta labākā prakse dažādos poligonu apsaimniekošanas aspektos, piemēram, par atkritumu pieņemšanas kritērijiem, stabiliem nereaktīviem atkritumiem, azbesta apstrādi, biogāzes kontroli un gruntsūdeņu aizsardzību. Turklāt grāmatā sīki izklāstīta pārbaužu organizēšana un sagatavošana, tostarp dokumentācijas izpēte un procedūras uz vietas, un aplūkoti tādi būtiski elementi kā finanšu garantijas, poligona operatora paškontrole un ziņošanas prasības, kas veicina konsekventāku un efektīvāku poligonu regulatīvo režīmu.

Tajā uzmanība pievērsta tādām kritiskām jomām kā atkritumu pieņemšanas procedūras, paraugu ņemšanas plāni, priekšapstrādes prasības un monitoringa protokoli, atklājot atšķirīgas valstu pieejas, kas var novest pie nevienmērīgas izpildes un vides aizsardzības. Ziņojumā ierosināti ieteikumi Eiropas Komisijai un dalībvalstīm, lai novērstu konstatētās nepilnības un veicinātu saskaņotu atkritumu poligonu apsaimniekošanas praksi visā ES.
