La guida fornisce informazioni dettagliate sulla direttiva sulle discariche e sulle relative decisioni del Consiglio, e delinea le migliori pratiche per vari aspetti della gestione delle discariche, come i criteri di accettazione dei rifiuti, i rifiuti stabili non reattivi, la gestione dell'amianto, il controllo del biogas e la protezione delle acque sotterranee.inoltre, il libro descrive in dettaglio l'organizzazione e la preparazione delle ispezioni, compresi gli studi a tavolino e le procedure in loco, e affronta elementi cruciali come le garanzie finanziarie, l'autocontrollo dei gestori delle discariche e i requisiti di rendicontazione, contribuendo a un regime normativo più coerente ed efficace per le discariche.

Il rapporto esamina le incongruenze nell'attuazione della direttiva sulle discariche. Si concentra su aree critiche come le procedure di accettazione dei rifiuti, i piani di campionamento, i requisiti di pretrattamento e i protocolli di monitoraggio, rivelando approcci nazionali diversi che possono portare a un'applicazione e a una protezione ambientale disomogenee. Il rapporto propone raccomandazioni alla Commissione europea e agli Stati membri per colmare le lacune individuate e promuovere pratiche armonizzate di gestione delle discariche in tutta l'UE.

Il rapporto comprende un'analisi dei diversi approcci per valutare la necessità di un trattamento prima del conferimento in discarica, un'analisi dei criteri e delle tecnologie per il trattamento dei rifiuti,  istruzioni per l'autorizzazione alla miscelazione dei rifiuti - osservazioni su una metodologia comune per valutare l'ANC quando si tratta di rifiuti stabili non reattivi, suggerimenti per una corretta ispezione per valutare la conformità al trattamento sia dei RSU che dei rifiuti industriali.
