The project resulted in a draft guidance document and checklist for landfill inspections, intended to promote consistent application of the Landfill Directive across EU member states. Az útmutató részletes tájékoztatást nyújt a hulladéklerakókról szóló irányelvről és a kapcsolódó tanácsi határozatokról, és felvázolja a legjobb gyakorlatokat a hulladéklerakók kezelésének különböző szempontjaira, mint például a hulladékok átvételi kritériumaira, a stabil, nem reaktív hulladékokra, az azbeszt kezelésére, a biogáz ellenőrzésére és a felszín alatti vizek védelmére. A könyv továbbá részletesen ismerteti az ellenőrzések megszervezését és előkészítését, beleértve az irodai tanulmányokat és a helyszíni eljárásokat, és olyan kulcsfontosságú elemekkel foglalkozik, mint a pénzügyi garanciák, a hulladéklerakók üzemeltetőinek önellenőrzése és a jelentéstételi követelmények, amelyek mind hozzájárulnak a hulladéklerakók következetesebb és hatékonyabb szabályozási rendszeréhez.

Leltárelemzés a hulladéklerakók kezeléséről Európában

A jelentés a hulladéklerakókról szóló irányelv végrehajtásának következetlenségeit vizsgálja. Olyan kritikus területekre összpontosít, mint a hulladékátvételi eljárások, a mintavételi tervek, az előkezelési követelmények és a felügyeleti protokollok, és feltárja az eltérő nemzeti megközelítéseket, amelyek egyenlőtlen végrehajtáshoz és környezetvédelemhez vezethetnek. A jelentés ajánlásokat tesz az Európai Bizottság és a tagállamok számára a feltárt hiányosságok megszüntetésére és a hulladéklerakók kezelésének harmonizált gyakorlatának előmozdítására az EU-ban.

A jelentés tartalmazza a lerakás előtti kezelés szükségességének értékelésére vonatkozó különböző megközelítések elemzését, a hulladékkezelés kritériumainak és technológiáinak elemzését,  a hulladékok keverésére vonatkozó engedélyezési utasításokat - észrevételek az ANC értékelésének közös módszertanára vonatkozóan, amikor stabil, nem reaktív hulladékról van szó, javaslatok a megfelelő ellenőrzésre vonatkozóan, hogy értékelni lehessen mind a szilárd hulladékok, mind az ipari hulladékok kezelésének megfelelőségét.
