Η καθοδήγηση παρέχει λεπτομερείς πληροφορίες σχετικά με την οδηγία για τους χώρους υγειονομικής ταφής και τις σχετικές αποφάσεις του Συμβουλίου και περιγράφει τις βέλτιστες πρακτικές για διάφορες πτυχές της διαχείρισης των χώρων υγειονομικής ταφής, όπως τα κριτήρια αποδοχής αποβλήτων, τα σταθερά μη αντιδραστικά απόβλητα, το χειρισμό του αμιάντου, τον έλεγχο του βιοαερίου και την προστασία των υπόγειων υδάτων. Επιπλέον, το βιβλίο περιγράφει λεπτομερώς την οργάνωση και προετοιμασία των επιθεωρήσεων, συμπεριλαμβανομένων των μελετών γραφείου και των επιτόπιων διαδικασιών, και ασχολείται με κρίσιμα στοιχεία όπως οι οικονομικές εγγυήσεις, ο αυτοέλεγχος του φορέα εκμετάλλευσης του χώρου υγειονομικής ταφής και οι απαιτήσεις υποβολής εκθέσεων, συμβάλλοντας έτσι σε ένα πιο συνεκτικό και αποτελεσματικό ρυθμιστικό καθεστώς για τους χώρους υγειονομικής ταφής.

Ανάλυση απογραφής σχετικά με τη διαχείριση των χώρων υγειονομικής ταφής σε όλη την Ευρώπη

Η έκθεση εξετάζει τις ασυνέπειες στην εφαρμογή της οδηγίας για την υγειονομική ταφή. Επικεντρώνεται σε κρίσιμους τομείς όπως οι διαδικασίες αποδοχής αποβλήτων, τα σχέδια δειγματοληψίας, οι απαιτήσεις προεπεξεργασίας και τα πρωτόκολλα παρακολούθησης, αποκαλύπτοντας διαφορετικές εθνικές προσεγγίσεις που μπορεί να οδηγήσουν σε άνιση επιβολή και προστασία του περιβάλλοντος. Η έκθεση προτείνει συστάσεις προς την Ευρωπαϊκή Επιτροπή και τα κράτη μέλη για την αντιμετώπιση των κενών που εντοπίστηκαν και την προώθηση εναρμονισμένων πρακτικών διαχείρισης των χώρων υγειονομικής ταφής σε ολόκληρη την ΕΕ.

Η έκθεση περιλαμβάνει μια ανάλυση των διαφορετικών προσεγγίσεων για την αξιολόγηση της ανάγκης επεξεργασίας πριν από την υγειονομική ταφή, μια ανάλυση των κριτηρίων και των τεχνολογιών για την επεξεργασία των αποβλήτων,  οδηγίες αδειοδότησης για την ανάμειξη των αποβλήτων - παρατηρήσεις σχετικά με μια κοινή μεθοδολογία για την αξιολόγηση της ANC όταν πρόκειται για σταθερά μη αντιδραστικά απόβλητα, προτάσεις για μια σωστή επιθεώρηση για την αξιολόγηση της συμμόρφωσης με την επεξεργασία τόσο των ΑΣΑ όσο και των βιομηχανικών αποβλήτων.
