This report summarizes the findings of joint inspections of landfills in the Czech Republic, Croatia, and Poland conducted in 2013.he inspections focused on criteria and procedures for accepting waste, gas control, protection of soil and water, including groundwater, water control and leachate management. Inspectors from various EU member states participated in the inspections, using a standardized checklist to evaluate landfill operations.

The project resulted in a draft guidance document and checklist for landfill inspections, intended to promote consistent application of the Landfill Directive across EU member states. Key activities included: Information exchange through an online platform (Basecamp), A questionnaire to assess knowledge gaps and inspection needs across member states, A workshop in Sardinia to discuss inspection practices, challenges, and potential tools. Joint inspections in Slovenia and Romania focusing on waste acceptance, gas control, and soil and groundwater protection.

Насоките предоставят подробна информация за Директивата за депониране на отпадъци и свързаните с нея решения на Съвета и очертават най-добрите практики за различни аспекти на управлението на депата, като критерии за приемане на отпадъци, стабилни нереактивни отпадъци, работа с азбест, контрол на биогаза и опазване на подземните води. Освен това книгата подробно описва организацията и подготовката на инспекциите, включително документални проучвания и процедури на място, и разглежда ключови елементи като финансови гаранции, самоконтрол от страна на оператора на депото и изисквания за докладване, като всичко това допринася за по-последователен и ефективен регулаторен режим за депата.

Инвентаризационен анализ на управлението на депата за отпадъци в Европа

Докладът разглежда несъответствията при прилагането на Директивата за депониране на отпадъци. Той се фокусира върху критични области като процедури за приемане на отпадъци, планове за вземане на проби, изисквания за предварително третиране и протоколи за мониторинг, като разкрива различни национални подходи, които могат да доведат до неравномерно прилагане и опазване на околната среда. В доклада се предлагат препоръки към Европейската комисия и държавите членки за отстраняване на установените пропуски и насърчаване на хармонизирани практики за управление на депата за отпадъци в ЕС.

Докладът включва анализ на различните подходи за оценка на необходимостта от третиране преди депониране, анализ на критериите и технологиите за третиране на отпадъците,  инструкции за разрешаване на смесването на отпадъците - наблюдения върху общата методология за оценка на АНК при работа със стабилни нереактивни отпадъци, предложения за правилна инспекция за оценка на съответствието с третирането както на ТБО, така и на промишлените отпадъци.
