IMPEL promotes the exchange of information and experience and the development of a higher consistency of approach in the implementation and enforcement of environmental legislation. Information exchange among civil servants between the IMPEL member in the field of permitting and enforcement and presenting the products of IMPEL’s work to a broader audience are very important.

Besides the 4 Network Conferences (last held in 2023 Rome) IMPEL also recognised the need holding a dedicated conference on the work, progress and way forward of its network, the 5 expert teams and their members; especially in relation to the Implementation Challenge to be held in 2025. The Network itself will be undoubtedly strengthened by this conference and will get new impulses for future work. In general, the IMPEL conferences aims to:

  • Improve the visibility of IMPEL
  • Strengthening the IMPEL-network on national and regional level; promoting IMPEL and its products; generating new ideas for further co-operation
  • Present the state of play of her Multi Annual Strategic Programme, the work programme and the results of the Implementation Challenge survey
  • Promote and disseminate IMPEL’s results and output
  • Improve the efficiency, effectiveness of compliance and enforcement activities in the field of environmental protection
  • Discuss and present trainings and capacity building possibilities of IMPEL programme covering key areas identified as implementation gaps and needs.
  • Show case innovative new tools and actions to support IMPEL members in their work and responsibilities
  • Facilitate sharing of best practices, case studies and know-how
  • Stimulate Better regulation by feeding back practical experiences to the European Commission to improve practicability and enforceability of newly developed policies, instruments and legislation
