Tools to evaluate the performance of environmental inspectorates/ 2011
This document is the final report of a 2012 IMPEL project that investigated the use of assessment tools to evaluate environmental inspectorates across the European Union. The project examined various indicators and assessment tools for three types of assessment: self-assessment, external verification, and comparison between inspectorates. The report concludes that while numerical indicators are useful for internal performance management, they are not suitable for comparing inspectorates due to differing operational contexts. However, non-numerical indicators can be used to verify minimum operational standards, and limited comparison may be possible using outcome indicators to share best practices. The report discourages using outcome indicators for ranking inspectorates, as this could lead to unfair comparisons and disputes.
