Fazer as coisas certas para o licenciamento ambiental é um projeto em curso (2016-2018) que analisa de perto a relação entre o licenciamento e a inspeção, identifica estudos de caso interessantes e melhores práticas na Europa e identifica e descreve as etapas que podem ser utilizadas nos procedimentos de licenciamento.

A proposta deste projeto de 3 anos é de: 1) recolher e comparar os procedimentos que são utilizados na Europa neste momento e clarificar as necessidades, 2) com base nesta informação, uma equipa de projeto irá desenvolver uma orientação que seja suficientemente flexível para acomodar as autoridades na Europa enquanto emitem licenças para o IED, 3) organizar sessões de formação sobre o licenciamento do IED e identificar as lacunas nas ferramentas e metodologias para a emissão de licenças para que novos projectos IMPEL possam ser iniciados.

O resultado final do trabalho é uma orientação passo a passo para a emissão de licenças, funcionários bem treinados para a emissão de licenças e uma identificação de novas iniciativas da IMPEL para projectos de emissão de licenças.

This guidance was produced under the 2012 IMPEL project: Environmental inspections of industrial installations in accordance with the Industrial Emissions Directive (IED) The main objective of this project was to organise an exchange of information concerning best practices for the implementation of article 23 of the IED taking into account the guidance on inspection planning and risk appraisal already developed by IMPEL and the requirements described in Article 23 of the IED.

Pursuant to the Recommendation providing for minimum criteria for environmental inspections (RMCEI) all inspection activities should be planned in advance.
