IMPEL National Peer Review Initiative Project

The project aims at setting the basis for the development of autonomous Peer Review activities in National Networks of Environmental Authorities and Agencies. It can be used as an instrument to improve own performances through dialog, collaborative confrontation and sharing of good practices among the peers belonging to the same network. The NPRI has been recognised as a powerful tool to support the implementation of the EU ECA initiative, in particular because of its potential to apply good and best practices and its contribution to harmonisation in the execution of tasks and responsibilities by authorities. The NPRI project involves 20 institutions from 15 European countries that are part of IMPEL.

Conference: Exchange of enforcement practices to drive zero pollution was organised by the Italian Government and Carabinieri, in cooperation with European Commission, DG ENV, through the Directorate for Zero Pollution and Green Cities, in the European Parliament on 7 February 2023 in Brussels. The Conference concentrated on the remediation of landfills and exchange of enforcement practices to drive zero pollution. In the midst of the implementation of the European Green Deal and in light of the 2021 Zero Pollution Action Plan, the purpose of the Conference was to shed light on lessons learnt so far and facilitate exchanges of views with other relevant enforcement actors. The Board of IMPEL, gave a speech at the conference to present perspectives on multi agency cooperation environmental enforcement efforts being carried out by authorities, between and within IMPEL member countries.

W ramach projektu opracowano już wytyczne związane z krokami hierarchii odpadów w poprzednich fazach projektu.

Projekt IMPEL wspierający wdrożenie IED zorganizował wspólną inspekcję w fabryce celulozy papierowej w Szwecji. Grupa robocza inspekcji i prewencji z przemysłu ET i powietrza zorganizowała w dniach 8-9 grudnia 2022 roku swoją 14. wspólną inspekcję w fabryce celulozy i papieru w Szwecji. Była to pierwsza wspólna inspekcja po akcji Corona. Do inspekcji przystąpili inspektorzy ze Szwecji, Holandii i Finlandii, a w przygotowaniach brał udział inspektor z Wielkiej Brytanii.

Projekt IMPEL Ship Recycling ma na celu poprawę współpracy między organami ochrony środowiska i organami morskimi zaangażowanymi w tej dziedzinie. Różne przepisy unijne i związane z nimi kompetencje sprawiają, że wdrażanie, nadzorowanie i egzekwowanie przepisów stanowi wyzwanie. W celu zapobiegania nielegalnym przemieszczeniom opracowane zostaną wytyczne dla organów i innych zainteresowanych stron oraz zorganizowane zostanie budowanie potencjału dla inspektorów i innych zainteresowanych stron. Zbadana zostanie również współpraca z innymi instytucjami, agencjami, sieciami w UE i poza nią oraz z organami pozarządowymi.
