Doing the right things for environmental permitting is een lopend project (2016-2018) waarin de relatie tussen vergunningverlening en inspectie onder de loep wordt genomen, interessante casestudies en best practices in Europa worden geïdentificeerd en de stappen die gebruikt zouden kunnen worden in vergunningsprocedures worden geïdentificeerd en beschreven.

Het voorstel van dit 3 jaar durende project is om: 1) de procedures die op dit moment binnen Europa worden gebruikt te verzamelen en te vergelijken en de behoeften te verduidelijken, 2) op basis van deze informatie zal een projectteam een leidraad ontwikkelen die flexibel genoeg is om de autoriteiten in Europa tegemoet te komen tijdens het afgeven van vergunningen voor de IED, 3) trainingssessies te organiseren over IED-vergunningen en de hiaten in tools en methodologieën voor het afgeven van vergunningen te identificeren, zodat nieuwe IMPEL-projecten kunnen worden opgestart.

Het eindresultaat van het werk is een stapsgewijze leidraad voor vergunningverlening, goed opgeleide vergunningverleners en een identificatie van nieuwe IMPEL-initiatieven voor projecten op het gebied van vergunningverlening.

Guidance for the implementation of the IED in planning and execution of inspections
This guidance was produced under the 2012 IMPEL project: Environmental inspections of industrial installations in accordance with the Industrial Emissions Directive (IED) The main objective of this project was to organise an exchange of information concerning best practices for the implementation of article 23 of the IED taking into account the guidance on inspection planning and risk appraisal already developed by IMPEL and the requirements described in Article 23 of the IED.
