Invece, mira a fornire informazioni per aiutare i regolatori a prendere decisioni migliori in merito alle disposizioni finanziarie per gli obblighi e le responsabilità ambientali. In questo modo, dovrebbe contribuire a migliorare la protezione dell'ambiente e delle finanze pubbliche, promuovere il rispetto del principio "chi inquina paga" e incoraggiare gli investimenti degli operatori nella prevenzione dell'inquinamento. La guida identifica le questioni da considerare nel processo decisionale quando si valutano gli accantonamenti finanziari, e assiste i regolatori e gli altri utenti nel trovare soluzioni efficaci.     This report/tool focuses especially on clarification of screening criteria, assessment of significant effects, the assessment of cumulative impacts and, if possible mechanisms put in place to check compliance with permit conditions regarding mitigation measures established under Art. 6(3). In relation to dealing with Natura 2000 in permitting and inspection of industrial installations the project identified some good practices as described in the report.
