Doing the right things for environmental permitting est un projet en cours (2016-2018) qui examine de près la relation entre l'autorisation et l'inspection, identifie les études de cas intéressantes et les meilleures pratiques en Europe et identifie et décrit les étapes qui pourraient être utilisées dans les procédures d'autorisation.

La proposition de ce projet de 3 ans est de : 1) collecter et comparer les procédures actuellement utilisées en Europe et clarifier les besoins, 2) sur la base de ces informations, une équipe de projet développera un guide suffisamment flexible pour accommoder les autorités en Europe tout en délivrant des permis pour l'IED, 3) organiser des sessions de formation sur les permis IED et identifier les lacunes dans les outils et les méthodologies pour la délivrance de permis afin que de nouveaux projets IMPEL puissent être initiés.

Le résultat final de ce travail est un guide étape par étape pour la délivrance de permis, des agents de délivrance de permis bien formés et l'identification de nouvelles initiatives IMPEL pour des projets de délivrance de permis.

This guidance was produced under the 2012 IMPEL project: Environmental inspections of industrial installations in accordance with the Industrial Emissions Directive (IED) The main objective of this project was to organise an exchange of information concerning best practices for the implementation of article 23 of the IED taking into account the guidance on inspection planning and risk appraisal already developed by IMPEL and the requirements described in Article 23 of the IED.

Pursuant to the Recommendation providing for minimum criteria for environmental inspections (RMCEI) all inspection activities should be planned in advance.
