De cette manière, il devrait contribuer à une meilleure protection de l'environnement et des finances publiques, promouvoir le respect du principe du pollueur-payeur et encourager les investissements des exploitants dans la prévention de la pollution. Le guide identifie les questions à prendre en compte dans le processus décisionnel lors de l'évaluation de la provision financière, et aide les régulateurs et autres utilisateurs à trouver des solutions efficaces.
