easyTools - riskihindamise juhendmaterjal

Projekt: Development of an easy and flexible risk assessment tool as a part of the planning of environmental inspections linked to European environmental law and the RMCEI (easyTools)

Nimega ‘easyTools’ kogus Saksamaa juhitud projektirühm teavet kogu Euroopas kasutatavate riskihindamiste kohta. Selle teabe põhjal töötati välja ja katsetati uut reeglipõhist metoodikat, mida nimetatakse integreeritud riskihindamismeetodiks (IRAM). Raamatus easyTools "Riskihindamise juhendmaterjal" tutvustatakse integreeritud riskihindamismeetodit (IRAM), mis on reeglipõhine metoodika keskkonnariskide hindamiseks ja kontrollide planeerimiseks. IRAM aitab prioriseerida inspekteerimistegevusi riski alusel, tasakaalustades mõju ja käitajate tegevust2. Meetod kasutab riskikategooriate ja inspekteerimissageduste määramiseks nii mõju kriteeriume (keskkonnamõju) kui ka käitajate tulemuslikkuse kriteeriume (mõju tõenäosus) koos kaaluteguritega. IMPELi veebisaidil kättesaadav IRAM-vahend toetab seda metoodikat, pakkudes paindlikkust erinevate kontrollide, sealhulgas tööstusheite direktiiviga (IED) ja Seveso III direktiiviga seotud kontrollide puhul. 

Risk criteria database (IRAM)

On 6 January 2011 the Industrial Emissions Directive (IED) entered into force, and its provisions listed in Article 80(1) had to be transposed into national law within two years. The IED sets new requirements on the inspection of industrial installations as described in Article 23 of the Directive.

For several years IMPEL worked on the subject of inspection planning in the project Doing the right thing (DTRT). DTRT introduced the environmental inspection cycle. Important steps in that cycle are setting priorities and defining inspection targets and related performance indicators.
