Hacer las cosas bien para la concesión de permisos ambientales es un proyecto en curso (2016-2018) que examina de cerca la relación entre la concesión de permisos y la inspección, identifica casos prácticos interesantes y buenas prácticas en Europa e identifica y describe los pasos que podrían utilizarse en los procedimientos de concesión de permisos.

La propuesta de este proyecto de 3 años es: 1) recopilar y comparar los procedimientos que se utilizan en Europa en este momento y clarificar las necesidades, 2) basándose en esta información, un equipo de proyecto desarrollará una guía que sea lo suficientemente flexible para acomodar a las autoridades en Europa mientras emiten permisos para el IED, 3) organizar sesiones de formación sobre la emisión de permisos para el IED e identificar las lagunas en las herramientas y metodologías para la emisión de permisos para que se puedan iniciar nuevos proyectos IMPEL.

El resultado final del trabajo es una guía paso a paso para la concesión de permisos, oficiales de permisos bien formados y una identificación de nuevas iniciativas IMPEL para proyectos sobre concesión de permisos.

This guidance was produced under the 2012 IMPEL project: Environmental inspections of industrial installations in accordance with the Industrial Emissions Directive (IED) The main objective of this project was to organise an exchange of information concerning best practices for the implementation of article 23 of the IED taking into account the guidance on inspection planning and risk appraisal already developed by IMPEL and the requirements described in Article 23 of the IED.

Pursuant to the Recommendation providing for minimum criteria for environmental inspections (RMCEI) all inspection activities should be planned in advance.
