The EU's 2020 Climate and Energy Package, also known as the "20-20-20" targets, was a landmark initiative designed to address climate change while enhancing energy security and competitiveness. This legislative framework was adopted in 2009 and included the following primary goals for 2020:

  1. Reduce Greenhouse Gas (GHG) Emissions: A 20% reduction in GHG emissions compared to 1990 levels. The EU met and even exceeded this target, achieving a 34% reduction by 2020, partly due to structural changes in energy and industry sectors and the temporary effects of COVID-19​
  2. Increase Renewable Energy: Raise the share of energy from renewable sources to 20% of total EU energy consumption. This target was also achieved, with renewables accounting for 21.3% of energy consumption, driven by progress in electricity generation, heating, and cooling
  3. Enhance Energy Efficiency: Achieve a 20% improvement in energy efficiency compared to projected consumption levels for 2020. This target was reached largely due to reduced energy demand during COVID-19 lockdowns. However, maintaining this progress requires further effort​.( EUR-LexEEA )
