Project Description: Enhancing International Cooperation in the Enforcement of the European Waste Shipment Regulation (WSR)

The enforcement of the European Waste Shipment Regulation (WSR) (EC) No 1013/2006 is vital to ensure that waste shipments are managed sustainably, minimizing environmental harm, and promoting a circular economy. Recent developments have underscored the necessity for strengthened international collaboration among European enforcement authorities to effectively address emerging challenges in waste management.

This project provides a platform for National Contact Points(NCP)  to strengthen their networks, share experiences, and discuss ongoing cases by facilitating regular interactions. NCPs are structural, personal and frequent contact moments of European authorities responsible for enforcement of European Waste Shipment Regulation.

NCPs come together in a meeting organized annually by IMPEL and this helps harmonize enforcement efforts and ensure a more coordinated approach to implementing the WSR. With the latest development, the meetings also address the challenges and methods to collaborate on tackling issues arising from stricter waste import policies in non-OECD countries, such as China, Vietnam, and Thailand, and address illegal waste trafficking. This meetings also support the network to disseminate knowledge on the latest regulatory changes, focusing on practical enforcement techniques, digital procedures, and the management of new waste classifications, including e-waste.

The annual NCP Meetings have been organized by IMPEL since 2007 and the meeting reports have been shared within NCP network.

The agenda covers various issues like:

  • Experiences with enforcing WSR/2006 (AND 2024/1157)
  • Export of waste outside the EU
  • Discussion on new project proposals
  • Enforcement case studies
  • Repatriations between Member States or Member States and Third Countries
  • Insights into the waste shipment industry 
  • Site visits
