BAT Conclusions on waste incineration have been recently implemented (after 4 years from BAT Conclusions issuing) and their relevant application in IED permits is a challenge for regulators. The need for practical guidance for permit writers and inspectors is widely felt. The aim of the project has been to examine the implementation issues related to the 37 individual BAT Conclusions for the Waste Incineration sector, providing practical tools to the regulators. A particular focus of the work was on self-monitoring requirements. The field of analysis was then be widened to waste-to-energy installations to build an overview of environmental impacts and critical points as well as the requirements for input waste and air emission control.
The survey marked the first step in a project aimed at developing practical tools to support inspectors and permit writers. Its objective was to capture a “snapshot” of how permit writers within IMPEL member countries are currently implementing the Waste Incineration BAT Conclusions, based on their experience and knowledge. "The Waste Incineration BAT Conclusions (BATc) Survey Report" presents the results of this survey and is available under the “Project Outputs” section in the menu on the right.
To further support practitioners, a Self-Monitoring Plan and an Inspection Checklist have been developed. These tools are designed to assist inspectors and permit writers in setting monitoring requirements in line with BAT Conclusions and in preparing for inspections that focus on proper BAT implementation.
