TFS Verification on Waste Destinations-Phase I/ 2004
The project focused on developing a method for verifying waste shipments "from cradle to grave", tracing waste from its origin to its final processing point. This was achieved through coordinated inspections at departure and arrival points using the regulation's three-day prior notification system. The project successfully improved enforcement networks, specified contacts within participating countries, and developed a working manual for verifying waste shipments.
Project Abstract of TFS Verification on Waste Destinations Phase II/ 2006
This document is the executive summary of the IMPEL-TFS Verification 1 project report, focusing on improving enforcement of waste shipment regulations within the EU. The project, involving seven EU Member States, aimed to improve cooperation and information exchange on the verification of waste destinations under Regulation 259/93. Key findings included challenges in enforcing the three-day prior notification due to administrative burdens and difficulties in verifying waste processing at destination facilities. The report recommends reconsidering the notification procedure, establishing a general enforcement strategy, and promoting electronic data exchange to enhance enforcement effectiveness
TFS Verification on Waste Destinations- Phase II/2006
This document is the final project report of the IMPEL-TFS Verification 2 project, which expanded on the previous project by including 14 EU Member States and focusing on verifying the destination of both notified and non-notified waste shipments. The project employed a transport inspection method at strategic points within Europe to gain insight into waste shipments and verify their final destination. Key findings included a high success rate in verification requests, the need to expand the enforcement network, and the importance of addressing waste interpretation differences between Member States. The report recommends tackling these challenges through improved cooperation, a European-wide waste database, and incorporating project findings into the revision of the Waste Framework Directive.
