Metodika "Dělat správné věci pro povolování v oblasti životního prostředí" je probíhající projekt (2016-2018), který se blíže zabývá vztahem mezi povolováním a inspekcí, identifikuje zajímavé případové studie a osvědčené postupy v Evropě a identifikuje a popisuje kroky, které by mohly být použity v povolovacích řízeních.

Návrh tohoto tříletého projektu je: 1) shromáždit a porovnat postupy, které se v současné době v Evropě používají, a objasnit potřeby, 2) na základě těchto informací vypracuje projektový tým pokyny, které budou dostatečně flexibilní, aby se mohly přizpůsobit orgánům v Evropě při vydávání povolení pro IED, 3) uspořádat školení o povolování IED a zjistit nedostatky v nástrojích a metodikách pro vydávání povolení, aby mohly být zahájeny nové projekty IMPEL.

Konečným výsledkem práce je postupný návod pro vydávání povolení, dobře vyškolení úředníci pro vydávání povolení a identifikace nových iniciativ IMPEL pro projekty týkající se vydávání povolení.

This guidance was produced under the 2012 IMPEL project: Environmental inspections of industrial installations in accordance with the Industrial Emissions Directive (IED) The main objective of this project was to organise an exchange of information concerning best practices for the implementation of article 23 of the IED taking into account the guidance on inspection planning and risk appraisal already developed by IMPEL and the requirements described in Article 23 of the IED.

Pursuant to the Recommendation providing for minimum criteria for environmental inspections (RMCEI) all inspection activities should be planned in advance.
