IMPEL National Peer Review Initiative Project

The project aims at setting the basis for the development of autonomous Peer Review activities in National Networks of Environmental Authorities and Agencies. It can be used as an instrument to improve own performances through dialog, collaborative confrontation and sharing of good practices among the peers belonging to the same network. The NPRI has been recognised as a powerful tool to support the implementation of the EU ECA initiative, in particular because of its potential to apply good and best practices and its contribution to harmonisation in the execution of tasks and responsibilities by authorities. The NPRI project involves 20 institutions from 15 European countries that are part of IMPEL.

Conference: Exchange of enforcement practices to drive zero pollution was organised by the Italian Government and Carabinieri, in cooperation with European Commission, DG ENV, through the Directorate for Zero Pollution and Green Cities, in the European Parliament on 7 February 2023 in Brussels. The Conference concentrated on the remediation of landfills and exchange of enforcement practices to drive zero pollution. In the midst of the implementation of the European Green Deal and in light of the 2021 Zero Pollution Action Plan, the purpose of the Conference was to shed light on lessons learnt so far and facilitate exchanges of views with other relevant enforcement actors. The Board of IMPEL, gave a speech at the conference to present perspectives on multi agency cooperation environmental enforcement efforts being carried out by authorities, between and within IMPEL member countries.

Projekt IMPEL "Odpadové hospodářství a oběhové hospodářství" (WMCE) postupuje po jednotlivých stupních hierarchie nakládání s odpady, aby bylo dosaženo společného pochopení klíčových bodů rámcové směrnice o odpadech a homogenizace chování v členských státech. V rámci projektu již byly v předchozích fázích projektu vypracovány metodické dokumenty týkající se jednotlivých kroků hierarchie nakládání s odpady.

IMPEL Supporting IED Implementation Project uspořádal společnou inspekci v továrně na papírenskou buničinu ve Švédsku. Pracovní skupina pro inspekci a prevenci z oblasti průmyslu ET a ovzduší uspořádala ve dnech 8. a 9. prosince 2022 již 14. společnou inspekci v závodě na výrobu buničiny a papíru ve Švédsku. Jednalo se o první společnou inspekci po konferenci Corona. Do inspekce se zapojili inspektoři ze Švédska, Nizozemska a Finska a na přípravách se podílel inspektor ze Spojeného království.

Projekt IMPEL Ship Recycling Project uspořádal 28. listopadu 2022 svůj první webinář.

Projekt IMPEL zaměřený na recyklaci lodí má za cíl zlepšit spolupráci mezi environmentálními a námořními orgány, které se touto oblastí zabývají. Rozdílné právní předpisy EU a související kompetence činí provádění, dohled a prosazování náročnými. Za účelem prevence nelegálních přeprav budou vypracovány metodické materiály pro orgány a další zúčastněné strany a bude organizováno budování kapacit pro inspektory a další zúčastněné strany. Rovněž bude prozkoumána spolupráce s dalšími institucemi, agenturami, sítěmi v rámci EU i mimo ni a s nevládními subjekty.
