Методология за издаване на разрешителни "Правилните действия" - Сравнение

Методиката "Правене на правилните неща" за издаване на разрешителни в областта на околната среда е текущ проект (2016-2018 г.), който разглежда отблизо връзката между издаването на разрешителни и инспекциите, идентифицира интересни казуси и най-добри практики в Европа и определя и описва стъпките, които биха могли да се използват в процедурите за издаване на разрешителни.

Предложението на този 3-годишен проект е да: 1) да се съберат и сравнят процедурите, които се използват в Европа в момента, и да се изяснят потребностите, 2) въз основа на тази информация екипът по проекта ще разработи ръководство, което е достатъчно гъвкаво, за да се приспособи към органите в Европа при издаването на разрешителни за ИУЕЕО, 3) да се организират сесии за обучение по издаване на разрешителни за ИУЕЕО и да се определят пропуските в инструментите и методологиите за издаване на разрешителни, за да могат да се инициират нови проекти по ИУЕЕО.

Крайният резултат от работата е поетапно ръководство за издаване на разрешения, добре обучени служители за издаване на разрешения и идентифициране на нови инициативи на IMPEL за проекти по издаване на разрешения.

Guidance for the implementation of the IED in planning and execution of inspections
This guidance was produced under the 2012 IMPEL project: Environmental inspections of industrial installations in accordance with the Industrial Emissions Directive (IED) The main objective of this project was to organise an exchange of information concerning best practices for the implementation of article 23 of the IED taking into account the guidance on inspection planning and risk appraisal already developed by IMPEL and the requirements described in Article 23 of the IED.
