Support for the new IRI scheme

The Impel review initiative was designed in 2000 to test a “voluntary scheme for reporting and offering advice on inspectorates and inspection procedures” and thereby to implement a requirement of the RMCEI. After 10 reviews and an evaluation in 2003, it was clear that it was becoming harder and harder to find new volunteers to host an IRI as it was to find team leaders and rapporteurs for the reviews. This report describes the results of the ninth review of Phase 4 of the IMPEL Review Initiative (IRI) Project. This review was carried out in June 2007 by the kind co-operation of Norway.
These findings are set out in terms of examples of good practice for other Member State Inspecting Authorities and in terms of opportunities for development by the host Inspecting Authority.
Further lessons for the review process were also noted and are recorded in the report.
