Environmental inspections of industrial installations in accordance with the Industrial Emissions Directive (IED)
- Number: 2012/06
- Status: Running
- Period: 2012
On 6 January 2011 the Industrial Emissions Directive entered into force, and its provisions listed in Article 80(1) have to be transposed into national law within two years. The IED sets new requirements on the inspection of industrial installations as described in Article 23 of the Directive.
The obligations on routine environmental inspections constitute a new challenge for the EU member states, but IMPEL already has done some work in this field: e. g. Guidance Book on Environmental Inspections,...

Industrial Emissions Directive (IED) – the transition to IED Permits and how to deal with substantial change at a permitted facility
- Number: 2012/10
- Status: Running
- Period: 2012
To organise an exercise for Member States which will focus on the changing requirements for the development of Permits under the new provision of the IED. The key questions will be: “How will IED Permits differ from the types of permits currently being prepared by Member State Regulators?” (under IPPC, LCP, WID, etc), and “How are we to deal with substantial changes to permitted facilities”?

Energy Efficiency in permitting and inspections, phase 3
- Number: 2012/04
- Status: Running
- Period: 2012
In part 2 of the IMPEL project: “Energy Efficiency in Permitting and Inspection,” the project team consisting of 6 representatives from 5 IMPEL Member States and the consultant made an analysis of major changes from IPPC to Industrial Emissions Directive (IED), discussed the new BAT concept under IED and identified relevant IED provisions related to energy efficiency. They:
- identified the basic documents to be reviewed during the project,
- decided...

Improving permitting and inspection of IPPC pig farming installations by developing practical guidance, phase 3 and 4
- Number: 2012/07
- Status: Running
- Period: 2012
In 2009 a comparison programme on permitting and inspection of IPPC pig farming installations in IMPEL member countries was carried out. The project focused on five key issues: manure storage, manure spreading, animal housing system, air-abatement systems and odor assessment. The aim of the project in 2009 was to learn from each other, to exchange experiences...

Linking the Water Framework Directive and IPPC/IED Directive, phase 3
- Number: 2012/08
- Status: Running
- Period: 2012
The IPPC Directive 2008/1/EC (replaced by IED 2010/75/EU by end of 2012) and Water Framework Directive 2000/60/EC are two of the most wide-reaching items of EU environmental law. They have presented many challenges to the Member States. Installations regulated under IPPC may impact on the water environment, such as through direct or indirect discharges of pollutants, water abstraction, etc. IPPC requires installations to operate to conditions in permits compliant with Best Available Techniques (BAT)....

easyTools workshop – Risk Assessment in Inspection Planning
[ November 3, 2011 to November 4, 2011. ] A project workshop for the easyTools project has been scheduled for the 3 and 4 November 2011 in Cologne, Germany.
Development of an easy and flexible risk assessment tool as a part of the planning of environmental inspections linked to European environmental law and the RMCEI (easyTools), phase 2
- Number: 2011/05
- Status: Running
- Period: 2011
The aim of the new project is to develop a flexible and user friendly programme for the risk assessment within the planning of environmental inspections as an application from the internet. The risk assessment tool will be part of the “planning cycle” described in the “Step by step guidance book for planning of environmental inspection” developed by the “Doing The Right Things” project (DTRT). It will take into account the needs of the IMPEL member countries as well as the requirements...

Linking the implementation of the Water Framework Directive to the implementation of the IPPC Directive, phase 2
- Number: 2011/11
- Status: Finalised
- Period: 2011
The IPPC Directive 2008/1/EC and Water Framework Directive 2000/60/EC are two of the most wide-reaching items of EU environmental law. They have presented many challenges to the Member States and continue to do so. These challenges have included interpretation of the provisions of the Directives and the enormous practicalities of implementation. Impel started a project named “Linking the implementation of the Water Framework Directive to the implementation of the IPPC Directive”. This...

Development of an easy and flexible risk assessment tool as a part of the planning of environmental inspections linked to European environmental law and the RMCEI (easyTools), phase 1
- Number: 2010/06
- Status: Finalised
- Period: 2010
A key issue of the “Recommendation on minimum criteria for environmental inspections” (RMCEI) and the IMPEL “Step by step guidance book for planning of environmental inspection” is the prioritisation of environmental inspections. An essential part of this prioritisation is the assessment of the probability of environmental disruptions caused by industrial or comparable activities. These risk assessments also play a key role in inspection planning according to the Seveso II Directive and...

Linking the implementation of the Water Framework Directive (WFD) to the implementation of the IPPC Directive, phase 1
- Number: 2010/08
- Status: Finalised
- Period: 2010
An important objective of this project is to define the relationship (complementary and competition) between IPPC implementation and WFD implementation from the scope of permitting, enforcement and data collection. Also other relevant directives are taken into account e.g. priority substances directive (2008/106/EC) and urban waste water treatment directive (91/271/EC). Another goal is to make an inventory of problems and best practices in the member states, with...
