Executive Summary
The IMPEL-TFS NCP Exchange Days are organised to provide an opportunity for the national contact points to meet and discuss case studies and share information. In 2008 the first NCP exchange days were organised in January and November. At the third NCP exchange days, that was organisated on 8 and 9 September 2009 in Helsinki, Finland. 22 people represented 16 European countries. The exchange days covered several activities on experiences of WSR enforcement in practice, updates about relevant TFS activities and a survey amongst the participants and the IMPEL-TFS network to generate input for the Steering Committee of IMPEL-TFS on future activities and the commitment for IMPEL-TFS.
Project description
International cooperation and alignment is extremely important when it comes to the enforcement of the European Waste Shipment Regulations (WSR) 1013/2006. Previous IMPEL-TFS projects showed that it is very much needed to work together as competent authorities. The enforcement deficit of the WSR is serious and can only be tackled by joining forces on an international level and create an equal counterpart for the global waste trade and environmental criminals that act globally.
To improve the collaboration and alignment of enforcement, frequent contact between the enforcers in different countries is necessary. Therefore it is helpful for enforcers to have structural, personal and frequent moments where they can strengthen their network, exchange experiences and best practices and align their WSR enforcement activities together.
This project focuses on the IMPEL-TFS National Contact Points (NCPs) and the main goals of the exchange days are:
• Strengthen the network of NCPs involved in the enforcement of the WSR
• Exchange information, working methods and experiences
• Inform participants on new developments
