Executive Summary
A continued practical international WSR enforcement cooperation on a structural base is key
International cooperation and alignment is very important when it comes to the enforcement of the WSR. The presented WSR enforcement cases showed that it is very much needed to work together as competent authorities. The enforcement deficit of the EU waste shipment regulation is serious and can only be tackled by joining forces on an international level and create an equal counterpart for the global waste industry. Not just on the level of coordination and policy but also on the level of inspectors and enforcers in the field.
It is needed to share experiences, knowledge, intelligence and practical enforcement cases between enforcement authorities
The sharing of examples of practical cases in other countries is very useful for the NCPs and most of the participants expressed how helpful it was for their work. The IMPEL-TFS NCP Exchange Days can be used for this purpose as well as to support the work of the correspondents group and steering committee with practical enforcement knowledge. The enforcers can start using the available protected tools like the new Base Camp. This is also a big demand from the authorities to share enforcement intelligence if we want to be able to prevent environment accidents due to WSR violations to happen.
Enforcers need support from their own organization and also from the European Commission and politics to create a level playing field in Europe
Most environment authorities have problems with insufficient capacity to enforce the WSR. A lack of people, knowledge, national implementation, priority and money causes problems and make it very difficult to create a level playing field for the waste (recycling) industry.
IMPEL-TFS has to align their projects with similar initiatives
Other networks and organizations like INECE and the Basel Convention Secretariat are also involved in multiple projects and structural international cooperation. There are several organizations which are involved in similar topics that IMPEL-TFS is working on like collaborating with African countries or e-waste. It could be useful to share contacts and knowledge about similar activities.
Project description
International cooperation and alignment is extremely important when it comes to the enforcement of the European Waste Shipment Regulations (WSR) 1013/2006. Previous IMPEL-TFS projects showed that it is very much needed to work together as competent authorities. The enforcement deficit of the WSR is serious and can only be tackled by joining forces on an international level and create an equal counterpart for the global waste trade and environmental criminals that act globally.
To improve the collaboration and alignment of enforcement, frequent contact between the enforcers in different countries is necessary. Therefore it is helpful for enforcers to have structural, personal and frequent moments where they can strengthen their network, exchange experiences and best practices and align their WSR enforcement activities together.
This project focuses on the IMPEL-TFS National Contact Points (NCPs) and the main goals of the exchange days are:
• Strengthen the network of NCPs involved in the enforcement of the WSR
• Exchange information, working methods and experiences
• Inform participants on new developments
