Executive Summary

The report describes the results of an IMPEL TFS enforcement project carried out by six EU Member States, aiming to define and clarify a minimum set of criteria differentiating between second hand vehicles and waste-end of life vehicles (ELVs) in order to assist the enforcement of waste shipments legislation at the inspection phase in relation to such exports from the Community.

A proposed End of Life vehicle core inspection procedure for vehicle export and guidelines has been developed through the IMPEL TFS ELV working group and results from a series of combined exchange inspections.

The outcome of this project has improved the exchange of inspection experience, good communication and information sharing.

This project has recommended amendments to relevant waste legislation – Waste Framework Directive, Waste Shipping Regulations and/or the ELV Directive.



Project description

The project aims to carry out a threat assessment on the export of end of life and second hand vehicles to various destinations, particularly to African and Eastern Europe Countries. Priorities identified were: “waste of electrical and electronic equipment, end of life vehicles, plastics, green waste, enforcement weeks and cooperation with country of destination.
The aim of the project is:
1.    To define and clarify the categories of vehicles intended for export and to agree minimum criteria for classification as waste.
2.    To develop a core inspection procedure for vehicle export and common working methods.
3.    To facilitate exchange programmes of inspectors to improve exchange of experience and information, and good communication and information sharing.
