Executive Summary

The general objective of the Comparison Programme is to acquire a full picture of how different Member States carry out inspections and how they exchange experiences between one another. Another objective is that EU inspectors exchange information and hold discussions on ways how to carry out inspections in order to enforce environmental laws. The exchange of information will promote cross-border co-operation as well as mutual understanding between the countries. The objective of this Comparison Programme was to show these themes, used in the Dutch environmental and enforcement policy to enlarge the responsibility of the companies for the environment. The participants discussed the benefits and disadvantages of using them in inspectors’ practices and compared them with the situation in their own country.



Project description

The Ministry of Housing, Spatial Planning and Environment from the Netherlands hosted the third Comparison Programme in the new series. The Netherlands called inspectors from the EU countries and inspectors from the candidate AC countries to participate in the Comparison Programme on October 25th up to October 28th in Haarlem capital city of the province of North Holland. During the programme and at the end of the meeting the participants were asked to give their opinion on the Programme, the content and the organisation.

The programme contained four themes: “Condoning”, “Compliance Promotion”, “Communication” and “ISO / EMAS and One Page Permits”. All the themes were dealt with in workshops. Furthermore, the third one was supplemented by a game and the fourth one by on site visit.
