IMPEL TFS – Africa E-waste project

  • Number: 2010/14
  • Status: Finalised
  • Period: 2010
To ensure that waste is shipped to licensed facilities and treated in an environmentally sound manner without damaging the environment and human health, it is necessary to follow waste from its origin to its final destination. In case of waste shipments and treatment within the EU, the network of contacts exists and can be used for requests. This is not yet the case in countries of destination outside Europe. However, some major waste streams also find their way to African countries. Mainly the...

  • Status: Finalised
  • Period: 2010/11
The main objectives of this project were to:
  • To deliver an up to date threat assessment that identifies how effectively the WEEE Directive is being implemented in Member States and the risks e-waste exports pose to the EU

Resolution of environmental conflict through Neighbourhood Dialogue, phase 4

  • Number: 2010/04
  • Status: Finalised
  • Period: 2010
The focus of the project was to promote the use of neighbourhood dialogues as an instrument for the solution of environmental conflicts by developing concise step-by-step instructions based on the “Toolkit” and the “Self-Evaluation Guidelines” and testing them on live cases (to see previous Neighbourhood Dialogue projects). The project aimed to:

Comparison Programme on the implementation and enforcement of Air Quality standards in relation to industrial air emissions (PIAQ) (Comparison Programme Implementation Air Quality standards and industrial air emissions)

  • Number: 2010/07
  • Status: Finalised
  • Period: 2010/11
The air quality directive and its daughter directives have been implemented in EU member states in the past years. In 2007, an earlier IMPEL project (with Austria as lead partner) made it possible to exchange expertise in licensing of installations in ambient air polluted zones, based on an inquiry in some member states. A limited scope study in 2009 showed that directives have been implemented in practice in different ways in different IMPEL member states. Contacts between experts in these countries...

Support for the new IRI scheme

  • Number: 2010/03
  • Status: Finalised
  • Period: 2010
The Impel review initiative was designed in 2000 to test a “voluntary scheme for reporting and offering advice on inspectorates and inspection procedures” and thereby to implement a requirement of the RMCEI. After 10 reviews and an evaluation in 2003, it was clear that it was becoming harder and harder to find new volunteers to host an IRI as it was to find team leaders and rapporteurs for the reviews.  It was necessary to review the IRI and find ways to improve participation. The project...

Development of an easy and flexible risk assessment tool as a part of the planning of environmental inspections linked to European environmental law and the RMCEI (easyTools), phase 1

  • Number: 2010/06
  • Status: Finalised
  • Period: 2010
A key issue of the “Recommendation on minimum criteria for environmental inspections” (RMCEI) and the IMPEL “Step by step guidance book for planning of environmental inspection” is the prioritisation of environmental inspections. An essential part of this prioritisation is the assessment of the probability of environmental disruptions caused by industrial or comparable activities. These risk assessments also play a key role in inspection planning according to the Seveso II Directive and...

IRI Romania

  • Number: 2010/02
  • Status: Finalised

Linking the implementation of the Water Framework Directive (WFD) to the implementation of the IPPC Directive, phase 1

  • Number: 2010/08
  • Status: Finalised
  • Period: 2010

An important objective of this project is to define the relationship (complementary and competition) between IPPC implementation and WFD implementation from the scope of permitting, enforcement and data collection. Also other relevant directives are taken into account e.g. priority substances directive (2008/106/EC) and urban waste water treatment directive (91/271/EC).  Another goal is to make an inventory of problems and best practices in the member states, with...
