The EU-Regulation No. 259/93 (the Regulation) on the control of shipments of waste within, into and outside the European Union provides both the means for supervision of legitimate trade in waste and a requirement to deal with illegal traffic. The Regulation defines cases of illegal traffic but does not deal directly with how Competent Authorities should assess its extent or the means which, in practice, CAs employ to combat it.
