IMPEL-TFS Prosecutor Project, phase 2
- Number: 2013/24
- Status: Running
- Period: 2013
The compliance deficit of the Basel Convention and the European Waste Shipment Regulation (1013/2006) or ‘WSR’ is very serious and past experience indicates that we are dealing with organised crime in many cases. Figures indicate that about 20% of all waste shipments are in violation.
Prosecution of environmental crime is a national competence. The differences in approach and the number of convictions in European countries are significant. There appears to be a lack of communication between...

Waste Sites II
- Number: 2013/19
- Status: Running
- Period: 2013
This project is based on the experiences derived from the first Waste Sites project of 2011-2012 which confirmed the assumption that in order to control illegal waste exports from the EU more effectively – notably of e-waste and end-of-life vehicles – it is important to target the sources of these waste streams and the “upstream” facilities where the waste is collected, stored and/or treated before the export.
In particular, the...

Achieving better compliance in the agricultural sector through networking and partnership working of environmental and agricultural inspectorates
- Number: 2013/16
- Status: Running
- Period: 2013
The European Commission identified this project area as a priority to IMPEL during a joint meeting in Brussels on 14/09/12. They highlighted that there are poor levels of compliance with the Water Framework Directive (diffuse pollution & illegal abstraction) and the Nitrates Directive and that a gap has been identified between “environmental” and “agricultural” inspectorates. As a result they wished to see enhanced networking of different regulatory agencies to achieve higher levels...

Compliance assurance through company compliance management systems, phase 2
- Number: 2013/15
- Status: Running
- Period: 2013
In many countries industrial companies are supervised by authorities who regularly carry out site inspections and perform other “traditional” compliance checks like assessing emissions reports. But how effective and efficient are these output oriented supervision activities in terms of achieving good compliance with environmental regulation or even environmental performance beyond compliance? Bigger (multinational) companies who have internal environmental and safety management systems in place...

- Period: 2013
There is increasing interest in European Union member states in using complementary interventions alongside traditional methods such as environmental inspections to improve the implementation and compliance of environmental legislation and deliver better environmental outcomes.
In 2011 IMPEL carried out a project to explore the use and effectiveness of complementary approaches to inspections for ensuring compliance. This project identified the most commonly used approaches in IMPEL members states...

Environmental inspections of industrial installations in accordance with the Industrial Emissions Directive (IED) – Drawing up of IRAM related inspection programmes
- Number: 2013/08
- Status: Running
- Period: 2013
On 6 January 2011 the Industrial Emissions Directive entered into force, and its provisions listed in Article 80(1) have to be transposed into national law within two years. The IED sets new requirements on the inspection of industrial installations as described in Article 23 of the Directive. The obligations on routine environmental inspections constitute a new challenge for the EU member states.
