ABOUT IMPEL
The Clusters
Clusters are established and discontinued by the General Assembly. Currently there are two Clusters: the Cluster i: “Improving Implementation of EU Environmental Law (Permitting, Inspection, Enforcement and Smarter Regulation)” and the Cluster “Transfrontier Shipments of Waste (TFS)”. A Cluster explores, develops and discusses proposals for new projects. It reviews ongoing projects and monitors the implementation of the IMPEL working programme. It provides advice on draft reports and the follow-up of completed projects.

The Cluster: Improving Implementation of EU Environmental Law (Permitting, Inspection, Enforcement and Smarter Regulation), practical and technical aspects of permitting, inspection, enforcement and smart regulation as these relate to capacity building, improving methodologies and development of good practices and improvement of the applicability of European environmental law.

The IMPEL TFS Cluster aims at improving the enforcement of the EU Regulation on Shipments of Waste.
